Pango/Cairo changes layout lines between area tree and printing

Description

See testsuite/property/shorthand/border-style4 for text missing when Pango layouts render as two lines instead of the one line that the area tree says they are.

(In [369]) Added fo_area_layout_new_with_layout(). Moved setting line heights list here from fo-block-area.c (re #112).
